Pagerank: Does the backlinks?

I acknowledge that in recent Pagerank behavior leaves me a bit puzzled.
I read in a forum an interesting entry, where a person presents a query and a massed on the real importance of backlinks in calculating our pagerank.

An example:

The site with PR2 openisearch.com has 9 backlinks, if we see these backlinks, 8 have PR0 and you have PR1.

It is understood as the pagerank algorithm PR2 given to this site. With common sense, to have more PR2 backlinks should have and should have better pagerank.

Possible causes:
Assignment to hand: Many say that Google is changing the PageRanks by hand, but had understood they were to penalize sites.
Loss of backlinks: Maybe openisearch.com recently lost many backlinks and pagerank does not reflect this update.
